apparently appeal to Brigadier MacDougall. 48 fer as I know we have not heard anything else on this recommendation except indirectly the other day when it was stated that Sir H. Seymour thought that a certain Lt. Col. Harmon would be "or great value to the Hong Kong Government were he employed as an Official Liaison Officer between the Hong Kong Government and the Central Government of Ching". I think a copy of paragraph 1 of Note D plus the papers about Col. Harmon might be registered on & new Hong Kong file called "Proposal for Officer to deal with Colony's External Relations", though it is doubtful whether anything will develop on this at present. Mr. Gent will wish to see this Note in particular.
